服务器R3的问题

比赛时候当op,手动r3感觉太麻烦，又不想装amx比赛插件，于是自己写了个r3.cfg文件放在cstrike目录下。具体内容为：
say "live on 3 restart!!!!!!"
say "live on 3 restart!!!!!!"
say "live on 3 restart!!!!!!"
sv_restartround 1
sv_restartround 1
sv_restartround 3
say "live!live!"
say "live!live!"
say "live!live!"
结果r3的时候根本没有刷新3次，而是直接执行sv_restartround 3,这个问题怎么解决？请问各位高手

你这个是在本机执行命令啊，你自己建主机打比赛？请在命令前面加上rcon。
