支持中文的HLSW1.0.0.40发布

在我的建议下，著名HLSW软件加入了对UNICODE的支持。
现在，HLSW可以正常的显示服务器中文名称，以及玩家中文ID了。 :13:

这样，我们OP终于可以用HLSW来管理CS:S了。 :43:

就是还有一个小小的BUG，就是她的标题栏还是乱码（UTF-8）。
